Strategic investment in the SURGE Group aimed at expanding affordable FTTH service and bridging the digital divide

NTT e-Asia, which conducts international business in the NTT East group, will invest in PT Integrasi Jaringan Ekosistem, referred to as WEAVE, which provides telecommunications services in Indonesia and is a subsidiary of PT Solusi Sinergi Digital Tbk, referred to as SURGE.

NTT East will collaborate with WEAVE to expand the FTTH business, introducing proper standards and tools for FTTH installation, operation, and maintenance. NTT East is committed to resolving the digital divide in Indonesia.

1.Background and Purpose of Investment

The household penetration rate of fixed broadband in Indonesia is still low at 15% (as of 2021)*1 compared to other ASEAN countries and the digital divide is a national issue in Indonesia. Because of the high price of FTTH*2 services (approximately 30 USD/month*3), the service penetration is limited to high-income urban residents and does not reach low- to middle-income households.

WEAVE, established in 2018, has started affordable FTTH services (approximately 6 USD/month) in August 2023, utilizing its optical fiber network along railway lines in Java. NTT e-Asia has been providing technical support to WEAVE since July 2024. Currently, the number of subscribers is approximately 200 thousand, and WEAVE aims to reach 40 million subscribers.

2. Investment Details

  • Method of Stock Acquisition: Subscription to a third-party allotment of new shares
  • Investment Ratio: JIA (50.85%), NTT e-Asia Pte. Ltd. (49.0%), LMM (0.15%)

4. Future Initiatives

Through this investment, we will build a stronger partnership with WEAVE and accelerate FTTH business and other ICT business. This collaboration will contribute to the development of Indonesia’s economy.
