Application for Approval of
"Subscriber Telephone Light (provisional name)"


Nippon Telegraph and Telephone East Corporation (NTT East) and Nippon Telegraph and Telephone West Corporation (NTT West) today filed application with the Minister of Public Management, Home Affairs, Posts and Telecommunications for provision of a new service, "Subscriber Telephone Light (provisional name)", that will allow new customers to obtain subscriber telephone without having to pay an initial subscription fee. Instead, a fixed surcharge will be added to the monthly base charge. At the same time the companies filed notification of the charges for this service.


1. Service Overview

NTT East and NTT West have decided to offer a new service, "Subscriber Telephone Light (provisional name)" alongside Subscriber Telephone (existing service), in order to encourage the spread of ADSL service, create new demand, and conform more closely to practices in other countries. As with the earlier-announced "INS-Net 64 Light" service, new customers can choose to pay a surcharge on top of their regular monthly charge rather than having to pay a subscription fee up front.

*1:  See the Attachment for NTT's thinking on issues relating to the transfer of subscription rights for a Subscriber Telephone (existing service).
*2:  A separate installation charge is required if interior wiring or other premises installation work is necessary.


- A minimum subscription period (one month) is set.

Since this service is not the same as Temporary Subscriber telephone, the charges for at least one month must be paid even if the actual period of use is less than a full month.


4. Schedule for Start of Service

Pending Minister's approval, NTT East and NTT West plan to begin offering this service in February 2002.
