New FLET'S Access Service Provision Plans


NTT East Corporation provides a full lineup of access services for Internet connections whether by ISDN, ADSL or optical fiber (FTTH), as FLET'S Services. As the broadband market expands, connection speeds become even faster and rates become more affordable, new customer needs are emerging. To meet these needs, NTT East has added new options to its lineup along with lower charges. The changes were today notified to the Ministry of Public Management, Home Affairs, Posts and Telecommunications.

1. Service and Rate Changes

(1) Additional plan for B-FLET'S "Mansion Type" service and reduced charges.
(2) Addition of 8M Type to FLET'SADSL service.
(3) Reduced charges for existing 1.5 M Type FLET'SADSL and for FLET'SISDN service.
(4) Offering of a set discount rate applicable when FLET'SADSL or FLET'SISDN is combined with My Line Plus service.


2. Changes to the B-FLET'S "Mansion Type" service

The existing B-FLET'S service, which started in August 2001, includes a "Mansion Type"*1 for customers living in condominiums or other multi-unit dwellings. Considering the number of users per multi-unit dwelling and the various forms in which housing is administered, a new plan has been added to this service type that allows application to be made for groups of 16 or more users. At the same time the charges for the existing plan have been lowered.

*1 Provision of service to multi-unit dwellings in which the users share a 100 Mbps access line by LAN connection, etc.

The service provision areas are the same as those where existing B-FLET'S service is available. Information regarding the specific localities and schedules for area expansion will be announced on the Web sites listed in Attachment 1 as soon as they are decided.

Note that even in areas where the service is available, the type of telecommunications facilities used and other factors may prevent service from being provided to some of the customers in the area, or may result in a delay in service provision after application is received.

(4) Start of application acceptance and provision date

Applications will be accepted starting Saturday, December 1, 2001.

(ii) Service Startup
Saturday, December 1, 2001.

3. Addition of FLET'SADSL 8M Type Service

To meet the need of Internet users for faster connections, 8M Type service is being added to the FLET'SADSL offerings. FLET'SADSL was originally offered starting in December 2000. The new FLET'SADSL 8M Type service boosts the upload and download speeds considerably.

(1) Features
Using the ADSL full-rate specification (ITU-T G.992.1 Annex C) for the access lines, the new service will provide connections to the customer's chosen ISP at a maximum download rate of 8 Mbps and upload rate of 1 Mbps, on a best-effort basis.
The service use conditions are identical to the currently offered 1.5M type.

Note 1: The charges shown are in addition to the basic monthly connection charge for analog service. Use of the line for analog telephone services is subject to the usual dialup charges.

(3) Service provision area
Service is to be provided starting in the Tokyo 23 wards and expanded throughout most of the Tokyo metropolitan area by the end of March 2002.
In the first quarter of fiscal 2002 (April to June) the service will be expanded to cities that are prefecture seats or equivalent. Details of the provision areas and dates will be announced as soon as they are decided.

(4) Start of application acceptance and provision date (parts of Tokyo 23 wards)

4. Reduced Charges for FLET'SADSL 1.5M Type (Existing) and FLET'SISDN

With the addition of FLET'SADSL 8M Service, the existing FLET'SADSL 1.5M Type and FLET'SISDN service are being made available at reduced rates.

* The use of these services requires, in addition to the monthly charges above, payment of contract and installation charges, Internet service provider (ISP) fees and other such charges.
* There are no changes in contract and installation charges, equipment usage charges, and premises wiring usage charges.
* No new procedures are required by customers currently using these services.
* The special rate plan for schools remains unchanged at this time.

Note 1: This charge is in addition to the basic monthly connection charge for analog service. Use of the line for analog telephone services is subject to the usual dialup charges.
Note 2: This charge is in addition to the basic monthly connection charge for INS Net service. Use of the line for other services is subject to the usual INS Net charges.

(2) Date of effect
The new rates are in effect as of Saturday, December 1, 2001.


5. Set Discount Plan for Combinations with My Line Plus

(1) Provision Conditions
Under this new plan, customers of FLET'SADSL (Note 1) and FLET'SISDN services can receive a 10 percent discount on their FLET'S service monthly charge by registering the same telephone line used for those services with NTT East My Line Plus service both for local calls and for toll calls in the same prefecture.(Note 2)

Note 1: When FLET'SADSL is used on a separate line from that used for analog telephone, the telephone line used for My Line Plus must be one (analog or ISDN) installed on the same premises and under the same name as the FLET'S service; charges for that line and the FLET'S line are billed together.
Note 2: The discount applies to customers who meet the conditions for My Line Plus Set Discount from the first day of the billing period.

The discount will be applied to monthly charges in billing periods from December 2001 and after.
FLET'SADSL customers that choose not to share the service with a phone line need to apply for combined billing as indicated in Attachment 3.
Customers sharing FLET'SADSL service with a phone line and FLET'SISDN customers do not need to make application.
