Start of L-Mode Service

Nippon Telegraph and Telephone East Corporation (NTT East) and Nippon Telegraph and Telephone West Corporation (NTT West) will begin offering L-mode services nationwide on Friday, June 29, 2001

1. Application and service startup dates

(1) Service provision start

Starting date for L-mode service: Friday, June 29, 2001
Start of application acceptance: Wednesday, June 6, 2001

*NTT East and NTT West began sales of L-mode-equipped telephone sets and facsimiles on Tuesday, May 15.

(2) Customer applications

The application forms shipped with L-mode terminals, etc., will be accepted as of Wednesday, June 6. For information on how to make application, etc., dial 116 (no local prefix) during business hours (9:00 a.m. to 5:00 p.m., weekends and holidays included).

(3) Requirements for provision of L-mode service to customers

(a) Service classes
- Analog telephone
- INS-Net 64
- INS-Net 64 Lite
- INS-Net 1500

*The service may be unavailable in some areas depending on the exchange facilities.

(b) Subscriptions
- Analog lines:one subscription per subscriber line
- INS-Net: Subscribers to i-Number service, etc., may subscribe to more than one number per subscriber line, and may have the same number of mail addresses as numbers.

(4) Rates charged to L-mode users

(a) Monthly usage charges
NTT East/West charges: 200 yen
(includes 180 yen for L-mode usage and 20 yen for message arrival notification service)

In addition to the above, there is a 100 yen Internet connection charge assessed by interconnecting carriers. The total charge for use of the service is therefore 300 yen.

*When i-Number service or DID service is used and L-mode is subscribed for more than one number, the above charges apply to each subscription. (e.g., three subscriptions cost 900 yen/month.)

(b) Dialup charges
Dialup charges, etc., to the nearest L-mode Access point (AP) are billed.

(c) Subscription charges, installation charges
There is no charge for subscription to this service and no installation fees are charged.

(d) Fee for issuing L-mode card
The charge for issuing an L-mode card, required to use the service from a IC card payphone, is 500 yen per card. (One card is issued per subscription.)
Use of an L-mode card must be applied for separately.
*An L-mode card can be used at IC card payphones anywhere in Japan.

2. Status of content provider applications to appear on the L-menu list

Currently around 400 companies have applied to offer content that can be accessed from the L-menu list. Of these, approximately 200 firms are considering timing the start of content provision with the startup of L-mode service.

3. Other

On April 18, 2001, the Ministry of Public Management, Home Affairs, Posts and Telecommunications indicated measures to be taken to assure user convenience and fair competition. On May 14 NTT East and NTT West reported to the Ministry their intention to study the appropriate means of addressing these concerns, including discussions with the parties concerned. This report is outlined in Attachment 1.
