Reduction of Telephone Charges and
Provision of a New Discount Service


Providing customers with high-quality, reliable telephone services has always been the priority for NTT East Corporation (NTT East). Now, in view of the recent changes in the competitive environment in the telecommunication market, and in anticipation of a flat-rate structure for basic and call charges in the future optical IP networking society, NTT East will reduce its telephone charges.

NTT East began offering its Corporate IP Telephone Services and IP Telephony Service for Condominiums (Hikari Denwa) to speed up the introduction of optical IP networking. The company will continue to extend its range of services for small and medium enterprises and detached houses, as well as expand service areas.


1. Reduction of Basic Charges (Line Service Charges) and Abolition of the Optional Service Charge for Touch-Tone Lines

(1) Details of reduction
Charges will be reduced as follows. As a result, the difference in charges between service area classes and between business use and residential use will become smaller.
a. Analog service (single-line telephone)
-   The optional service charge for touch-tone lines will be abolished, basic charges (line service charges) for touch-tone lines will be revised, and the number of service area classes will be reduced from three to two.
-   Basic charges for rotary-dial lines will be reduced by 100 yen for business use in area classes 2 and 3, and 50 yen for residential use in area classes 2 and 3.
b. Basic charges for INS-Net 64 will be reduced by 100 yen for business use and 50 yen for residential use. As a result, the difference in charges between business use and residential use will become smaller.
c. An additional 100 yen reduction will be applied to customers registered for "@billing"*1 (excluding subscribers of analog rotary-dial lines for residential use in the class 1 service area).
*1 "@billing" is a service that customers who pay their telephone bills by automatic bank transfer may sign up for. With @billing, customers receive transfer notices and other information via the Internet instead of by post.

* Figures in ( ) are charges for customers registered for @billing.
Figures in < > indicate the change from current charges (excluding taxes; where two figures are shown, the amount in the bottom row applies to customers registered for @billing).
* Service area class 3: 400,000 or more subscriptions in the local area, class 2: 50,000-399,999 subscriptions in the local area; class 1: less than 50,000 subscriptions in the local area.
* Charges for telephone service for inbound calls will be reduced by the same amounts as analog service (single-line telephone) for business use.

(3) Implementation schedule
The reduced charges are scheduled to take effect starting January 2005.


2. New Call Charge Discount Services

(1) Services
For customers registered for NTT East's MYLINE PLUS service, a new flat-rate service will be provided whereby uniform in-prefecture call charges are applied regardless of the distance.
a. Plan 1: Fixed in-prefecture call charge of 8.5 yen [8.925 yen incl. tax] per 3 mins.
b. Plan 2: Fixed monthly charge (100 yen [105 yen incl. tax]) plus an in-prefecture call charge of 7.5 yen [7.875 yen incl. tax] per 3 mins.

* Subscription is required to use this service.
*2 "NTT East's MYLINE PLUS users" are customers who are registered for NTT East's MYLINE PLUS carrier designation service for both local calls and in-prefecture calls.
The service, however, is available to customers not registered for NTT East's MYLINE PLUS for a monthly charge of 200 yen [210 yen incl. tax] per line for Plan 1 or a monthly charge of 300 yen [315 yen incl. tax] per line for Plan 2.
*3 Calls interconnected through other carriers such as calls to mobiles and IP telephones and Dial Q2 information charges are not included.

(3) Service schedule
Applications will be accepted starting November 2004, and the service is scheduled to start from January 2005.


3. Revision of Equipment Installation Charges (Including additional charges for Analog Lite Plan, for which there is no equipment installation charge)

With respect to equipment installation charges, any revisions will be decided upon and announced on the basis of the final report on "A Framework for the Calculation of Interconnection Charges in FY 2005 and Thereafter", which is scheduled to be issued at the end of October by the Information and Communication Council of the Ministry of Internal Affairs and Communications.
