Introduction of Full-scale ADSL Internet Access Service and FLET'S・ADSL Service


NTT East and NTT West have been providing an ADSL-based Internet access service on a trial basis since December 1999. Today, they submitted contract applications and rate schedules to the Minister of Posts and Telecommunications for the full-scale commercial provision of this ADSL access service together with FLET'S・ADSL, a service that passes regional IP networks.

(Note: ADSL stands for "asymmetric digital subscriber line.")

1.  Full-scale Provision of the ADSL Internet Access Service

1.1 Service overview

The ADSL Internet access service that was launched on a trial basis in December last year will be upgraded to a full-scale service (comprising "Type 1" and "Type 2" packages) for connections between NTT East and NTT West central offices and Internet service providers (ISPs).

Note:Subscribers already utilizing the pilot ADSL service will not be required to follow any special procedures when the full-scale service becomes available.


1.2 Service features

Utilization of ADSL service with modem supplied by NTT East and NTT West

(i) ADSL-based access lines will allow ISP connections of up to 1.5 Mbps (1,536 kbps) downstream and 512 kbps upstream.
(ii) Terminal interfaces for the ADSL Internet access service will utilize the LAN standard 10Base-T.

Note:The above provisions will not apply if the ADSL modem is provided by the customer's ISP.

Notes:
1. Splitters are devices used to superimpose or split (low-frequency) phone and (high-frequency) data transmissions sharing the same line.
2. ADSL modems are devices that utilize ADSL technology for communications purposes.
3. In some arrangements, splitters may also be installed by NTT East or NTT West.
* Although the diagram above illustrates an arrangement in which the ADSL line is shared with the subscriber's phone line, arrangements that do not share these lines will also be available.


1.4 Terms and conditions for service

(i) 

Access line: subscriber line (metallic cable)
(ii) Contract unit: subscriber line
(iii) Types of subscriber lines: two types (one shared, and the other not shared, with the subscriber's phone line)
(iv) In some cases, subscriber connections may be impaired by poor ADSL transmission speeds or communications failures.
(v) ADSL subscriber lines cannot be shared with ISDN lines.

Note: In principle, conditioning will be made on request: for example, in the event a subscriber experiences poor ADSL transmission speeds.


1.6 Service areas

Service areas will be finalized through negotiations with ISPs.
Note: In some cases, NTT East and NTT West infrastructure or other technical contingencies may prevent the provision of service.

December 26, 2000 (planned)


1.8 Applications, etc.

Utilizing the ASDL Internet access service will require that applications be filed with ISPs. Please contact your ISP for details.


2.  Launch of the FLET'S・ADSL Service

2.1 Service overview

This will be a "best-effort" service that allows customers to connect with their Internet service providers (ISPs) through the regional NTT East and NTT West IP networks, using ADSL-based subscriber lines.


2.2 Service features

(i) ADSL-based access lines will allow ISP connections of up to 1.5 Mbps (1,536 kbps) downstream and 512 kbps upstream.
(ii) FLET'S・ADSL service utilizes the 10Base-T, standard LAN terminal interface. PPPoE [Note] is the protocol enlisted for ISP selection

Note:PPP over Ethernet (PPPoE)
PPP is a popular protocol utilized for the authentication of user IDs and passwords during dial-up connections. The PPPoE protocol build PPP sessions and encapsulate PPP packets over Ethernet.

2.6 Service areas

NTT East
Service will be introduced first in selected wards of Tokyo, and expanded to all 23 wards as well as to other, selected parts of the greater Tokyo metropolitan area during the current fiscal year (ending March 2001).
Starting in the first quarter of FY 2001, it will be steadily extended to municipalities serving as prefectural seats of government, and to other districts as warranted by public demand.

NTT West
Service will be initiated first in selected areas of the City of Osaka, and extended to the entirety of Osaka by February 2001. Plans call for the extension of service to municipalities functioning as prefectural seats of government by early FY 2001.
We will explore the feasibility of extending the service to other urban areas during FY 2001.

Note:
Please refer to the tables in Supplements 1-1 and 1-2 for a detailed listing of area codes through which the FLET'S・ADSL service is scheduled for introduction in December. Supplements 2-1 and 2-2 contain listings of area codes through which service is to be made available at a future date.



2.7 Applications and service inception date

Provided it receives government approval, NTT East and NTT West plans to begin accepting applications for the new FLET'S・ADSL service on December 26, 2000, and will phase in the service as preparations are finalized.


2.8 Application details

On December 26, we plan to begin accepting applications and queries from customers in the service areas listed in Supplements 1-1 and 1-2. Please refer to Supplements 3-1 and 3-2 for information on application- and query-related contact points.
